Per FHWA Final Rule (23 CFR 635.410): BABA phase requirements are determined by when federal financial assistance is obligated, not when the project is advertised.

For Caltrans: Use the E-76 approval date. Per nSSP 6-1.01: "Use for all Federal Aid projects with E-76 approval date of October 1, 2025, or later."
