Required Certificate of Compliance documentation by BABA category. Use this checklist to ensure all required backup documents are collected.
Enter your project's Federal Funds Obligation Date to determine which BABA phase requirements apply and relevant nSSP specification sections.
Per FHWA Final Rule (23 CFR 635.410): BABA phase requirements are determined by when federal financial assistance is obligated, not when the project is advertised.
For Caltrans: Use the E-76 approval date. Per nSSP 6-1.01: "Use for all Federal Aid projects with E-76 approval date of October 1, 2025, or later."
"Federal-aid projects must comply with the final assembly requirement if obligated on or after October 1, 2025... FHWA believes that the point of obligation represents a clear point after which project requirements are known." - FHWA Final Rule
